Dog Breeds Permitted in HDB Flats

There are some restrictions for dog owners staying in Singapore Housing and Development Board (HDB) ‘public housing’ flats. Based on 2015 statistics from HDB, over 80% of Singapore residents are staying in HDB apartments. This is the main reason why there are not many large dogs in Singapore.

Only one toy breed or a cross breed with a height of 40 cm at the shoulders and of a maximum weight of 10kg is allowed in a HDB apartment. There are 62 breeds that are allowed and they are:

Penalties and Licensing

A fine of up to a maximum of $4,000 can be charged for flat owners who do not adhere to the one dog from the approved list. In addition, the dog must be licensed by the Agri-Food and Veterinary Authority (AVA). It should not cause any inconvenience to the flat owner’s neighbors such as ensuring that the dog does not bark continuously. Dog license applicant are also notify of the Dog Licensing and Control Rules which includes:

1. All dogs with age above 3 months are to be licensed
2. Microchip must be implanted
3. Dogs must be on a leash in public place
4. Dogs are not allowed to stray

Mixed breed dogs are not allowed in HDB apartments as they are usually large dog and do not fit the criteria required to be part of ‘HDB approved’ list and that posed many issues who wish to adopt them. There is an on going initiative to fight for a chance for such dogs to live in HDB flats but the dogs have to adhere to some restrictions as follows:

1. Local medium-sized mixed breed
2. At least 6 months old and sterilized
3. Has a should height of up to 50 com
4. Has a weight limit of 15 kg
5. Owners to attend a compulsory basic obedience training by AVA-accredited trainers

If any issues are faced, it would be best to clarify them with AVA or HDB.
